1. Key areas
During the "Tenth Five-Year Plan" period, the key areas for the development of my country's instrumentation industry are:
①Industrial automation instrument and system
A. The new generation of master control system and its integrated automation development and industrialization, mainly including distributed control system, field bus control system and industrial computer-based development control system, etc.;
B. Advanced control and optimization software development and industrialization, mainly including advanced control technology, process optimization technology, real-time monitoring software platform, information integration software platform, system integration technology, etc.;
C. Development and industrialization of smart meters, actuators and transmitters, complete sets of special control devices and complete sets of special optimization systems;
②Scientific instruments
A. Chromatographic instruments, improve separation technology, and develop international-level mini-special chromatographic instruments;
B. Spectroscopy instruments, focusing on the development of internationally competitive plasma spectrometers, near-infrared spectrometers, and small photometers;
C. Special instruments for agriculture and food, focusing on special instruments and related technologies to improve the quality and pesticide residue detection level;
D. Environmental and energy special instruments, focusing on complete sets of environmental testing instruments including online and early warning, and developing nuclear magnetic resonance logging equipment with independent intellectual property rights;
E. Life science instruments, focusing on the research of lab-on-a-chip and high-sensitivity kits;
F. Development of the software platform to realize the standardization and standardization of instrument data acquisition, processing and analysis methods, and to improve the overall design level of scientific instruments;
③Medical equipment
A. Research and develop various automated biochemical analysis and test instruments;
B. Research and develop a variety of diagnostics, including physical observation and imaging, such as laser, ultrasound, radiation, nuclear magnetic resonance and other diagnostic equipment;
④Electronics and electrical measuring instruments
A. Integrated circuit automatic test system;
B. Communication, computer, network measurement technology and test system;
C. Microwave and millimeter wave measurement and test system;
D. Electrician automatic test system and equipment;
E. Electrical instruments and meters that can be exported in large quantities, such as watt-hour meters, digital multimeters, etc.;
⑤ Sensors, components and instrument materials
A. Pressure, humidity, flow, and liquid level sensors used in fieldbus and intelligent instruments; multi-function sensors used in environmental protection and other fields; micro sensors required in the aerospace field;
B. Special elastic components; various counters used in the fields of CNC machine tools, textile machinery, automation instruments and civilian automobiles; semiconductor special circuits (ASIC) and thick film circuits;
C. Instrument materials focus on the research and development of various new materials such as thin film, miniaturization, fiberization, powder, composite, multi-function, material-component integration, and intelligence;
⑥ Strengthen the basic technology of instrumentation, especially the research of common technology to improve stability and reliability.
2. Strategic goals
Through policy guidance, encourage resources such as capital and technological talents to invest in the instrumentation industry, accelerate the development of the instrumentation industry, and strive to achieve the following strategic goals within 5 to 10 years:
① my country's instrumentation industry, including industrial automation instruments and systems, scientific instruments, medical instruments, various measuring instruments and related sensors, components and materials, has research and development and production capabilities that have reached or approached the international level at the beginning of the 21st century;
③In all major fields of instrumentation, build a new batch of about 18-20 engineering technology centers and industrialization bases, vigorously promote the technological innovation of instrumentation, and accelerate the industrialization of innovation achievements;
④In all major fields of instrumentation, cultivate and develop a total of no less than 30 production bases and key enterprises with comprehensive strength and considerable scale. In leading and promoting the development of my country's instrumentation industry, production bases and key enterprises will give full play to their leading role;
⑤Support and develop a group of instrumentation system integration companies, and quickly gather forces within 5 to 10 years, and be able to contract automation projects in a variety of large and important projects such as steel, petroleum, chemical industry, electric power, environmental protection, etc., and promote the rapid development of my country's instrumentation industry developing.
In order to achieve the above strategic goals, the country must increase capital investment in the development of the instrumentation industry.
